The CRR is an independent regulatory body reporting to the Minister for Transport. It functions as Ireland's National Safety Authority for railways and carries out a range of economic regulatory, licensing and market access functions across the rail and cableway sectors. To support its expanding mandate, the Commission has established the Cybersecurity, Critical Infrastructure and Artificial Intelligence (CCIAI) division, enhancing oversight of digital and physical resilience within essential transport services.
Under Regulation (EU) 2024/1689 (the AI Act) and the Regulation of Artificial Intelligence Act 2026, the CRR acts as the designated Market Surveillance Authority for cableways. The CRR's AI-related functions are exercised within its statutory remit across the rail and cableway sectors.
